you really should do a search on this. Its been debated many times and there are many threads on it. I say this not to flame, but there are too many opinions out there and everytime a thread comes up, those same opinions surface. Do a search and read all the threads, you'll get more out it.

Rev it to desired RPM.
Let go of clutch in quit manner.
Tires should spin out.
This actually extends the life of the clutch and makes the rest of your car happy. Do it often and you'll be rewarded! Whoever told you it was bad?!

Wears your clutch down faster than it's supposed to causing earlier clutch replacement. Clutch dumping is usually how you do burn outs. Rev high while transmission isnt connected (seperated by clutch beign down as Chitah said) then let go of the clutch pedal quickly "ie: dump it"
Causes all that rev in the engine to go to the wheels fast so you get a sudden launch of speed. Doing it once won't kill your car, but doing it day in and day out and you'll need a new clutch real quick.
After doing it you usually smell the clutch burn too.
