I believe that the "right" way to do it is when the engine is warm. For me, whether the engine is cold or warm, I just make sure that the oil level is near the top x's. The most important thing is what ralper mentioned - check it often!

Every time you buy gasolone. Because the manual says to. Document it. Write it on the receipt. Save the receipt. Just in case you ever have an engine problem, this is good insurance when you discuss warranty coverage with Honda.

You should check your oil when it is warm (because it expands with heat) and after the car has been standing on level ground for a few minutes (so the oil has drained into the pan).
If you start cold and run the engine for 30 secs then stop it, jump out and check your oil it will read low. That is because the oil is still cold (contracted) and still all around the passages in the engine.
