What oil is it? Oil companies use anti-foam agents that control this. Sodium is one sucj additive. I have also seen where oil stabilizers actually hinder an oil's ability to remain stable (counter-productive).
Another possibility is an overfilled crankcase, which would cause cavitation and foaming.

Overfilling is a very real possability.
If the oil is so high the crank is slapping into it, you will get thousands of air bubbles.
