Whatever you do, don't get an intake...if you plan to go FI you'll just have to replace it anyway. If you do decide to get an exhaust system in the near future, get something less restrictive...most likely a single just because the air will flow better which you'll need with you're FI. Don't go with a highly resonated dual system if you're planning to go FI...you will regret it.

I agree with everything in your post except for this. If you're not planning on going FI for a while then an intake would be great! I picked up a K&N FIPK for my 02 and boy what a difference! It give much better throttle response in the mid range and the sound is awesome! I think a cheap (as in inexpensive like the K&N) intake is an awesome "bang for your buck" mod. It cleans up the engine bay, gives you a little bump in power, and makes the car sound like it's eating souls at WOT.

Best bang-for-the-buck performance upgrade is to upgrade the driver: HPDE days or outright driving school (Skip Barber, etc.)

Exhaust and Intake, then suspension and breaks.
breaks? I would not recommend he add breaks, those will hurt overall performance. Now brakes on the other hand, are not a bad option.

Best bang for your buck mods:

Tires
Suspension
