Benefit/Cost of new intake/exhaust?

I/H/E only worth it if you combine it with VAFC and get it tuned. just I/H/E for bling and sound works as well but not much hp and might even lose some.
EDIT: I thought you had pre a 04. 04's should gain considerable power with just I/H/E.
