Yes if talking public roads. It is no small risk. And not because of the car's limits.
1. The last few mph will take a while to get to. Meanwhile you are trucking along at high speeds. How much distance of good roads do you have. Going for a lower than max speed requires much less time and distance.
2. Other traffic does not reconize how quick you are closing and tends to change lanes or turn into your way. Cause of most high speed crashes in my opinion. You can't just brake to loose all that excess energy. It is very hard to bleed down from 150mph to 100mph as quick as you need with other traffic. Where do you plan on dodging to? The grass median?
3. The car does not protect its passengers when striking objects or rolling at those speeds. It comes apart, leaving the driver as just another one of the many pieces traveling down the road. You might as well be on a motorcycle with no helmet and just a thong for protection.

Could be bad for the windshield wiper motor if you had your wipers on at top speed. On a related note, I'd avoid trying to reach top speed during heavy rain.
