It's obvious, it's an electric fan that is supposed to do the work that your intake system does. It just forces air in rather than suck it in like the engine does. Those things are looking better than the first ones that were out. So no it is not a turbo and besides that, a turbo would be working with the exhaust side of things not the intake. Funny thing though.
