The post said 'proof of VIN and ownership'. The instructions I received from Kodokan_4 was for proof of ownership via a copy of "insurance paperwork or vehicle registration, and block out the Vehicle Identification Number and Licence Plate Number". There is a good reason why only owners should be able to buy the locks AND a KEY.
