I just looked this up under the FAQ section of UTH for my alignment tomorrow. Here is what I found:

Guys just to clear something up here.
There are actually THREE Honda UK approved alignment specs here in the UK
1) 99-04 Workshop Settings - Out of the factory settings that saw a lot of Journo's binning the press cars. Very neutral
2) 99-04 Optimum Settings - As a result of the journo's complaining HUK added more caster and more rear camber to make it hard to lose. The compromise is more rear tyre wear and heavier steering. In this case optimum DOES NOT mean high performance it is for optimum SAFETY!
You can see the difference on this Bulletin that Emil linked to
3) +04 all these cars come out the factory with the same settings, HUK do not suggest any alternatives.
I have tried all three and much prefer the feel of the preferred settings the early car, it is quicker to turn and lighter to handle. It just needs more attention
I will be putting to stock geo on my 06 when I fit the coilovers and Volks

I just aligned my MY04 exactly to the specs listed on page 181 of my owner's manual (while sitting in the drivers seat):
Total toe-
Front 0.00" Rear 0.15"
Camber-
Front -0deg30' (-0.5deg) Rear -1deg30' (-1.5deg)
Caster-
Front 6.0deg (I put in some cross caster in order to handle the crown of the road better: Left 5.9deg; Right 6.1deg)
My car seems more well balanced now (especially on S and high speed turns), handles beautifully, and has a very neutral steering feel. My previous settings were similar to the HUK settings. I hope this helps.

My main reason for switching from the factory settings is a certain freeway offramp near home. The turn off the end of the ramp is a big sweeping off camber turn. With the factory alignment my car felt like it was oscilating between under and oversteer as I accelerated through the turn. That turn feels much better now.
I also notice less tramlining in rutted pavement.
