Default Air Pressure Measure it warm or cold?

Are the factory air pressure stickers in door frames measured after driving (warm) or cold?

I would assume the said tire pressure would be at operating temperature.

edit: now that I think about it...I guess it would have to be at cold because tire temps are a variable.

at which point they should be somewhat higher.
