The odds are stacked against you my friend. In an all out drag against a 99 Z28 (which is an LS1) you will more than likely lose.
HOWEVER, if you are damn good at 1/4 mile racing with your car, and he is not, you will win. If he mashes the gas, then he will spin too much, and he won't be able to pull on you enough before the finish line. But you must also get a good launch, and shift damn quick.
have you ever run the 1/4 mile before? if so, what were your times? If you haven't done 14.0 or better, you don't have much of a chance at all. Hopefully he won't know how to launch his car.
You need to dump the clutch about 6500rpm or so. But all this depends on tire pressure, road quality, temperature.
Good luck.

The launch will be your hard part. I'd suggest that he already has a huge advantage (like 4 more cylinders), and a roll would be best. From a 30 mph roll you will do better - maybe win by a thin margin. Regardless, he should be impressed with your 4 banger.

A rolling start would probably be a bad idea. An LS1 has great top end. If you take the drivers out of the picture you will lose, and in an auto from a roll you just push the gas, basically removing the drivers from the race and making it a matter of weight, horsepower and gearing. Theres not much more skill involved in launching an auto from a stop, but there is a chance he would spin very bad and you could get enough of a lead to hold him off in a short race.

Reduce your tire pressure on the back wheels, give it a fairly good burn out to make the tires more sticky and clean. then REV the car to 7000 RPM and drop the clutch. You should beat him unless your launch is wrong becauae thats the only advantage you have over him.
