Just pull up to any wall at night and look at the light line. Huge differential.
I don't like to follow the same car long because I know it drives them crazy. The smallest bump in the road puts the HID right in there eye.

Yes, it is very normal for the HIDs flash up and down on even a semi-bumpy road.

He most likely just pulled you over because of the holiday and wanted to see if you were drunk, the headlights were just an excuse.......I can always tell when another s is coming my way by the headlights.

That will happen with the S2000... it's one of the few factory HID equipped cars without some sort of auto-leveling feature. On bumpy roads it's especially noticable due to the stiff suspension.
