Translation = If you have normal/Xenon headlights no matter how fast you are going they still illuminate the same area in front of you. Say for example your lights let you know what is 250-300 feet ahead of you. If you are going 65 mph it might take you 15 sec. to cover that space, hence giving you some time to react, versus 170 mph you may only get 5 sec. to react to that same thing in front of you. If you have ever driven very quickly you would know what I was talking about, even with Xenons on high, if there was a car in front of you doing 65 and you were doing 170 you would see him for only a few seconds before you eat his ass. That is what they mean by outrunning your headlights as it seems they are almost useless.
If you are on a public highway and nobody is around, I say WTF. Give it a go. Save the grandma speeches for the people in the Camry's. Street racing is dangerous sometimes, but that is because some people are truly stupid, but if you have ever driven late at night, where no one is within 5 mi. of you, I see no harm, it's the punks that want to do it on busy strrets that I have a problem with.
