I'm jealous of you guys in California that can run at the track without a rollbar. I definitely still want one for safety sake but it would be nice if I could get out to try some hpde for the first time without one. Pretty sure I'll be too scared to go balls to the wall. I know its a safety thing though so i'll wait for the bar then go have my fun.

I didn't know this. So in other states, regardless of whether there is rollover factory protection (S, boxter, Z4, etc.), convertibles must have an additional rollbar?

Over here on the East Coast just about every track requires an aftermarket rollbar or at least the two I know of that are close to me and that I'd actually drive in the near future.
Usually it is up to the racetrack whether the rollbar is required but even beyond them sometimes it comes down to the organization you are running the event with.
This is road course driving though not autocross.

States don't decide this. Individual track owners do. Tracks requiring a roll bar generally use the 'broomstick' test. Place a broomstick on the top of the windshield and the top of the rollbar; if it clears your helmet you are ok. Otherwise, the rollbar is too low.
