At what speed do rear wings start making a diff?
I am no where near that stage, but I was curious at what speed do most rear wings start producing appreciably downforce?

What kind of car? On something like a Phantom or BBR, I would guess about 30 MPH. On a Pantera, you might feel the difference above 150 MPH.

Assuming we are talking about an S2000 since this is an S2000 board, and assuming avg wing available for an S2000 (J's, APR GTC 200, ebay wing) , then I think 85+ mph is a good estimate on when the avg. person will notice a difference.

Going by feel of the car, I think I noticed a difference once speeds got to 85-100 mph.
df kicks in somewhere in 3rd gear for me. It feels just like v-tec yo!

I would guess to say that top down much higher speeds (90+) if at all, top up I can feel the downforce at 70+.
Mine is a mugen wing so it's much smaller than most racing wings.
