On the assumption that all the "adjustables" are set up the way you like them, I would suggest a rear wing. The GTC-200 is a nice entry level wing that is cheaper than your suspension budget, and will settle down your rear in higher speed turns.

Racing seat(s) for safety and less sliding in the seat

Tow hooks to minimize towing damage

R-compound tires and lightweight 17 inch wheels for much more grip (non-staggered 255x4)

Adjustable ball joints up front for more negative camber for more cornering grip

Baffled oil pan to prevent oil starvation on long fast sweepers

Fire extinguisher

Cold air intake for a little more power but lots more sweet engine sound

Cat-back exhaust or cutoff to reduce weight and increase exhaust flow

Wing to reduce high speed lift and add stability in fast corners

Hard top to keep NASA happy, lose weight, and become more aerodynamic

Video camera and mount to review your performance and learn from your mistakes

Splitter to reduce high speed front end lift

Data acquisition to analyze your performance

Shift light to know when to shift when you can't hear your engine due to on track traffic

Don't forget more frequent differential, transmission and engine oil changes

Roll cage

Is everyone in agreement on this? Also, I notice you didn't mentioned anything regarding upgrading brakes? My question was going to be if I had a choice between a front spoiler + Voltex wing or BBK, whcih one would benefit me more?

You only need a BBK if you're over heating and smearing your high quality race pads (like XP10s or XR2s). Brake cooling lines should be added before a BBK. A front spoiler or splitter doesn't do a whole lot for our cars. I've run without a splitter, with an APR, with a mongo size home-built, and now 1 1/2 home-built splitter and didn't see much difference other than slower lap times and better braking with the mongo size.

So for the 3 you mention the wing will by far be the best mod.

I would listen to this guy ^

But yeah, just reading through your post, I don't see how a BBK would help based on your symptoms. Rob is one fast dude and even he doesn't have a full BBK...just the Accord caliper upgrade. If you aren't cracking rotors or burning through pads at a ridiculous rate I think you would be better off with the downforce the rear wing provides. I also might suggest you save $700 and just get the APR GTC-200...I know a lot of the guys around here run it with no issues...then you could use that extra $700 towards tires or track time.
