Here we go again! At least we knew what we were getting into with R-comps. Here is a tidbit from Consumer Reports talking of major changes to the federal UTQG tire rating system:

No, “UTQG” is not a play dictated by Peyton Manning during a Super Bowl huddle. The Uniform Tire Quality Grade is a comparative assessment applied to most car tires (excluding winter tires) to help consumers make informed decisions. Consumer Reports is beyond useless. The quality is roughly equal to "The View" tv show.

It's been a while, but Motor Trend had the following blurb a year ago:
A new proposal for new tire labeling [will be released next year] for implementation by 2016. Our treadwear grade will likely be a reinterpretation of the sometimes confusing sidewall number in our present Uniform Tire Quality Grade rating.
