The few people that I have talked to that used to work in the CART engine program told me all the engines are leased by the teams. Honda got all of them back at the end of the season.
Unless it's a fairly old engine I'd doubt you'd be able to source one. Even then, they had fairly short racing lifespans, and you'd have fun sourcing replacement parts.
