stalling happenes at a certain speed for each AOA. so the optimal setting depends on the circuit.

I think another huge difference is the size of the tracks. Tsukuba is a pretty small circuit that isn't a very high speed course so I feel like they could get away running more angle without the bad effects you might see from running it on some of the larger tracks like we have here in the US.
