Are the Hawk HPS pads an improvement?

Total and complete waste of money for what amounts to nothing more than hype.

The Cobalt GT Sports have a higher heat range than those pads you're discussing for one (75-950F).
That's a pretty darn wide temperature range, but it's not so far from something like a Panther+ that it seems impossible, especially if they are generous about how much reduction in Cf they accept before they consider it to have gone out of the heat range. [Let me take that back a bit. The pads I use on the track (Panther+) are rated by Carbotech to be 150F-1250F. So 0-800C seems more and more like a REALLY wide claimed operating temperature range...]

OK, my bad. I assumed 800 was F. Silly American.
In that case, let me call the flag on these things. There's no way they can maintain a realistic cf in that range.
The Spec-VR pads (Cobalt's full race pad) have a cf of over .60 from 350 to 1450 degrees F. Just because they have some sort of cf at 0 degrees doesn't mean that's the heat range they work in
Anyway, yes, Titan whatever is just pure JDM bling once again.

How do the Porterfield RS4 pads compare to the Cobalt GT Sports? I had the Cobalt pads on my Si and loved them on and off the track. I'm just exploring the available options for the s2000.
