yes, that's a welded diagonal
a few of my pictures are below.
i cut my bulkhead in half so i could run the oem belt for the passenger. the bulkhead needs oem hoops for support. that's why you see the passenger oem hoop still installed.

Does this bar limit seat movement at all and do you have a few more pics?

I'm pretty sure the left main hoop will restrict the top of the seat some. If you're a full recliner you might have to adjust a little. Most people drive too far away from the wheel anyway.

I found a local builder, stokedmetalworks.com check him out robrob, i value you experienced opinion. He's local to me and came recomended by Irish Mikes. I am setting my 04 up for ttc with nasa. He will build and install the roll hoop diagonal bar and harness bar same as hard dog for the same price. I have to remove and reinstall the interior as needed.
Question i have is should i remove the stock roll hoops? If i do and keep the console i question the look of the interior. I still want this as a street car. ???

I looked at stokedmetalworks.com's "work" pictures and it looks pretty good. Are they going to install/weld in the bar?
If you plan to put all your interior back in your car you should probably go with the Hard Dog bar, especially if you ever plan to remove it. The HD bar is pretty easy to unbolt and remove.
