No instructions? That sucks....

Are dremel cutting wheels going to be strong enough to but through the undercoating of the wheel well?

We used a drill to start the hole, then a small air saw, like this:


An electric jigsaw with a metal cutting blade may work too, but space is tight under there.

For some of it we used a 4-inch grinder as well. You could get it done with the heavy-duty cutoff wheels, but you wlll likely go through a bunch of them. As long as you're not in a hurry, they should work.

Thanks. Is a right angle drill needed or is there enough room under the top to use a standard drill for the mounting holes?

Use a step drill to make your hole on either side. Then use a sawzelle to cut the strip out between the two holes. This way you have a nice clean slot.
