So braking is normal up to the point where ABS cuts in, and ABS cuts in too early?
In that case:
1) Tires have gotten old as well as cold.
or
2) ABS is on the fritz.

Based on what I've read, I'm going to put my money on traction.
Cold tires and cold pavement. If you had an air bubble, your ABS wouldn't kick in because the system senses the rolling speed and the rather immediate locking of the wheels. ABS pulse-releases the brakes when it senses a lock so that the tires have a chance to grip.

I have heard of others having problem with ABS kicking in "early" because a sensor on a hub was out of place. Be sure to check your sensors. They should be close to the notched inner-hub. Some sensors have been knocked out of place by either road debris, or from a recent service.
Check the sensors!
