bad way to mount 4 pt harness?

Default bad way to mount 4 pt harness?

i was at and autox event today and came upon a guy that had a 4 point harness without a cage or roll bar/hoops.
it's a honda del sol with full interior.
the way he has harness bolted down is: from behind the seat, bolted down between the floor and seat rail.
up front on the right side he has it where the factory buckle bolts to the seat and somewhat the same on the left side of the seat. it was behind a plastic cover so i didnt see exactly where he had it on.
i asked if it was even safe at all. and if tech has seen it.
he told me that hes had it that way for a while and even at scca events they allow him to have it.

this is not a good idea is it? still dangerous right? harness with a cage or at least an approved roll bar or no harness at all right?

and this was on the stock del sol seats as well.

if people don't notice it then they will let people run those. Unless someone speaks up I have seen those run. It is prettey evident that will be dangerous though. PINCH POINT!
