use throttle and counter-steer to regain control of the over-steering back end.

I agree with Mike. Cars that are difficult to handle won't necessarily be faster.

Here's my example:
Car A doesn't have any serious handling flaws. It has decent turn-in, fairly neutral handling balance, and great steering feedback.
Car B also has good turn-in response and neutral balance. However, its steering doesn't communicate well. The driver lacks the fidelity of feel to confidently predict the limits.
Now which car would be more difficult to drive? Which car would be faster?
