Any issues with getting oil up to proper temp with Oil cooler?

I think its a combination of both. The pan does do an excellent job of cooling the oil, and I'm reading temps from the drain plug, which in highway cruising, is where temps should be the lowest, at the bottom of the pan. I can toss the car back and forth, and temps will go up, as the warmer oil is sloshing to the bottom of the pan. I can also park the car, come back 10 minutes later, and temps have gone up as the warmer oil settles back into the pan. I'm pretty confident in the temp readings on track, but I think around town I would see higher oil temps reading from a sandwich plate.
Temps rise when sitting still, stopped, or the car off, because you have an incredibly large heatsink (the engine), and the oil absorbs some of that heat (my oem fan switch temp is set to 195F). So, if you stop briefly, it's no surprise temps rise a little.
