So is it correct to say that generally, the closer to the head the butterfly valve is the smaller the ITB can be?

Sorry, I missed this question, but yes.

There is an optimal taper range to the runners and the distance away from the port will determine the throttle size.
Again 1-2" away from the port 50-55mm is best for road racing.
5-6"away from the port 60-65mm is best.
