Default itb idle and low rpm help

Anyone who has experience with ITB tuning, I need your help trying to get the car to idle correctly (with correct A/F) and be able to drive off in 1st gear without leaning out. The issue I'm having is trying to get TPS to read 1% as I give it gas in first while trying to move the car. If I rev it out to 2.5K and give it good throttle the car will take off and go, but if I try to ease it out of first gear, it will lean out bad (around 7-18:1) and want to stall. This also happens if I put it in 2nd gear while rolling and try to accelerate from 1100 RPM or so (kind of like trying to roll from a stop sign in second). Basically, any smooth rolling start in low RPM results in lean condition. I tried to add fuel in 0% and 1% maps, but it still does it and then idles really rich. Could this be a symptom of un-synced throttles, or not enough fine tuning (although I think its a mechanical issue).

OBX ITB's with vacuum plenum
stock motor
Hondata Kpro tuned on Alpha N

I've got almost every other issue sorted except the smooth start in 1st or second gear.
