I probably misread it. Realistically, the exact capacitance matters very little. It's only there to smooth any irregularities in the input or output voltages. Give it a try...if it takes too long for the circuit to power up (you find yourself holding the brights on too long), swap out the 1uF for a smaller one.

Either value would probably be fine in either location. Capacitors are sprinkled around in electronics to smooth transients by slowing the rate of voltage change. Don't sweat it. For your application, you could probably get away without adding any capacitors to this circuit - the resistors are what controls the output level.
Try what you have available, if it's not as responsive as you expect, then worry about exact capacitor values.
