Is this part a TCT?
Is this part a Timing Chain Tensioner? The rattling is driving me crazy and I hear Honda wants $130.00 for it. Thanks!

No. It's the auto tensioner for the serpentine belt.
It's on the 'camshaft-cam chain' page.
