Personally, I dont see any state being more strict than California.
You may be thinking of manufacturer's requirements. New cars must be made with a third brake light, but they are not required to be street legal.

I wouldn't be surprised if the stock trunk with the latch, key cyl and brake light was in the 20 to 30 lbs range and the only thing you will need from that trunk is the power latch. sounds like a good weight savings not to mention a perfect look
