Default Cat back and Test Pipe. CA Fine for removing cat?

I recently bought a cat-back and a test-pipe and installed the cat-back, but not the test pipe yet. Obviously for emissions purposes and probably noise level, the test pipe is illegal.

Does anyone know what the fine in CA is for getting caught with no cat? I've heard some ridiculous numbers before, but I don't know what to believe. Anyone know what the actual fine is if you are caught with a test-pipe in CA, or if it is just categorized as a regular old dismissable fix-it ticket?

According to Title II of the EPA Clean Air Act (Enacted Jan 1 1988) there are multiple regulations concerning the use or misuse of aftermarket catalytic converters, or the removal and/or modification of a stock catalytic converter. According to various parts of Section 203, all aftermarket catalytic converters must be EPA certified, and your car must have a gas conversion device of some manner. If not, both you and the installer are punishable of a Federal Offense by Section 205 (a). The operator's fine can be no more than $2,500 and the installation agency no more than $25,000.

i got a ref ticket earlier on this year that would've cost about $500 and a trip to redding to get it reffed but i fought it and got a $25 fix it ticket instead but if your running you oem header and test pipe then just put a silencer on the exhaust and you'll be fine all they really check for is if you have a after market header and most headers now come with carb numbers i.e. dc sports or anything made here in america only reason they hit me so hard is because i had a header that's from japan with no carb numbers hope this helps and good luck

cops now a days are too lazy to check for the test pipe anyways and if you get a j's test you can take the shields off the oem one and mount it on the j's one and it looks stock again that what i did anyways and don't forget to extend the o2 sensor with a spark plug fouler if you do decide to use the test pipe or c.e.l. light will pop up

It's very unlikely to be enforced, but it's a $2,500 Federal fine to remove/disable pollution control devices. And that's the feds, not a specific state.

Man, if you got a $2,500 fine that would make it the most expensive 5 horsepower ever.

what's the point to use TEST PIPE for extra 5hp on the public road??? please dont put it. the smell is terrible and toxic. the driver probably wont smell that shit himself, but other people will.

some performance guys dont care about the environment, and they feel it doesn't hurt the air quality at all. but you can imagine what if everyone uses test pipe. probably you can smell that shit every day.
