Black lug nuts that won't chip or fade?

I think your best bet are the Rays anodized lug nuts. Mine have been looking good for a long time. Other anodized colors seem to fade, but black seems to remain it's original color. They're in your price range too.
As for the CR lugs... they are identical to the standard lugs, just black.

Another great choice is the hasegawa lugs Evasive sells. They are cheap at under $50 and will fit anything. I had them on my WRX and they did just fine even with an impact. Actually just picked up another set for the s2k.

I'm surprised no one has mentioned T1R yet. I was on the verge of buying them earlier. With all the different recommendations I'm not sure which ones I'll end up going with now lol.

Go with Muteki ones. $45 shipped or so and I have not had any of them chip at all in about a years time.
