I rarely ever drive on the street with the top up. On track it is always up but then I am not concerned about noise.
For tires, optimal tire pressure varies with weight of the car, weight distribution of the car and design of the tire. I typically find for the 200TW tires I run, that 30 is good on the street, 27 is a good cold pressure to start at on the track as they heat up quickly. Some tires may be happier with higher pressure though. I also, like many, run a square setup with 255's so other setups may feel better with different pressures.
A more common source of wind noise on the tops though is from the front edge. The strikers wear over time and will not seal as tightly. A bandaid many of us use is to slide clear tubing over the hooks and trim the end off. Makes the fit tighter and thus will pull the top down tighter in the front.
