In my province you have to explain to the Ministry why you want the personalized plates you're requesting and I would like to think NY is the same. If so, I wonder what this guy's explanation was?

In NY you don't have to explain anything, if it's available online, then it's available for you to order. I think what's weird is that you can use anything with the 2 letters "FU" in order.
