If you don't want to do any modification then you won't be able to run 8/9 +45 lowered. I guarantee 17x9 +45 with a 245 is going to rub if you 're wanting to have track-like balance and lowered. 255 would be even worse.
I think the #1 issue is where the bumper bolts to the fender. #2 you're going to cheese your QP unless you were running fairly aggressive camber (Read: compromised handling)
The modification needed in order to run this setup is very minimal, and you don't even compromise the completely stock appearance of the car. You don't have to pull at all for 8/9 +45 225/255, even with alignment settings revolving around street/track use.
*edit* even a 5mm spacer in front would do wonders to help you with BBK fitment issues.

Thanks bro. I might just reconsider ditching 17 x 8/9 then for a narrower size.

5mm might give you too much offset causing rubbing issues up front... instead i used a 3mm spacer from a mustang gt500 from H&R because they don't have anything smaller than 5mm for our car other than the one from T1R (good luck getting anything from them within a month).
anyways, the Mustang GT500 spacer fits almost flush but the middle bore space is about 0.5mm larger on the spacer but causes no problems that i've seen. The 3mm spacer would be a good solution so you get clearance on the bbk and the enkei wheel
The part number i believe is 0665705 from H&R springs. hope this helps..

I'll get it changed soon as the Enkei arrives.

You don't really relocate the tabs on the leading edge of the bumper...you cut them off. If you're referring to the bolts, I would think anything lower than stock that yes, you'll need to relocate the bolts.
As far as the second part of your question, I have no idea what you just said, sorry.
