Roll front and rear and a uk spec alignment. All depends on tires sizes truley but at espiler height you should be ok with 215/245 or 225/255. Anything bigger than a 225 on 9" +45 upfront, you'll need either a pull or more camber. You shouldn't have to relocate the bumper tabs at this point but to be low it's a necessary step.

I agree with your order of purchasing. Get the stance right, then get rims. You may change your mind about 50,000 times before you commit to a rim.

It's all good if you a BOB(baller on a budget), instead of making it rain....throw change at them hoes and make it HAIL!!!!! Obama style!

Funny you mention this. I just got $1000 and the first thing that popped into my head is getting a set of RPF1s 17x9 +45. BUT! Then I thought, its not really going to work properly unless I rock some fully adjustable coilovers. So I decided to get them first instead of the wheels. I figured that I will be able to install and use the coilovers right away with the stock wheels, no problem, and I can buy the RPF1s one or two at a time later. I opted for this since its hard to get coilovers when you already spent it all on wheels and you are on a budget.

I think this is a better path to the whole "Stance-on-a-budget" plan. BTW I am getting a set of Megan Track coilovers.
so in consideration to the coilover statement i ordered me some today so im onna sell my espilers haha

I really think I'm going to ditch my ce28s in the near future for a set of 17x9.5 +38s all around. I had the 17x9 +45s before and I know I can fit the 17x9.5s
