There are several ways to change colors. If you have PSP 7, try using Effects-Enhance Photo-Automatic Color Balance. I think that's what I used above. There's also Colors-Adjust-Color Balance. There are several other adjustments under Colors-Adjust that also affect color. And, contrast/brightness has an effect as well.
I've tried playing with another of the photos above (new_topdown01.jpg) and haven't been happy with the results. It needs more time. For instance, as you reduce the tungsten color, blue is enhanced. But the license plates on the other cars in the picture are reflecting the flash (I'm assuming) and are quite blue to begin with. So there you might want to use layers to create masks or do something else which would reduce the intensity of the plates. Or just airbrush them.

The problem is if you reduce colour saturation for the whole image, you reduce it where you don't want it,.... in this example in the orange side repeater which will look washed out and yellow.
All I did was draw a free hand mask with it's left hand edge round the front profile of thecar and round the right edges of the frame. If you then reverse the mask, it places the mask edges around the area that wasn't previously masked... i.e. the car. It's then a simple matter of applying pretty well any adjustment you want to get the car the colour you want,..... saturation, colour balance, gamma, lightness and contrast, anything you want to try. This of course produced a very light yellow washed- out looking side repeater. Now remove the first mask and simple freehand draw another mask around the orange indicator lens. Increase saturation, colour balance etc. till you've got it back to a nice deep orange colour.
