technically they're pro shots in the sense that the photographer was probably paid for his services (or offers his services for a price). but beyond that it seems like these days anyone that slaps a watermark on all their pictures and has an overzealous predisposition for abusing the brightness/contrast settings on adobe photoshop fancies themselves as a pro
that being said i don't even consider myself a camera enthusiast, maybe a casual amateur photographer
