Well at least they're nice cars... some jackass that used to work in the same building as me years ago used to park like that... his car? A 96 Impala. How did I know it was a 96? Because the license plate said "'96 G RIDE" 
It's a friggin Impala for christs sake. Give me a break. Everybody I talked to hated that guy because our parking lot was packed enough as it was.

What I would do is snap a masterlock onto one of the spokes. Should give him something to think about when he is hitting around 30mph and his steering wheel will be shaking out of control..
