Uh...No.... You couldent do that in the last 2...i dont remember the first, but im pretty sure you couldent do it there either.
ride heights can be changed from 0-255mm. as well as downforce, and all other settings. btw a 0 setting for spring rates will give the car a bounce you can't get out of and a look that you should be riding on gold 100 spokes. you can also get extreme camber that puts the tires on its sides
same thing goes for gt3, but the gameshark for ps2, is different. the way around it was to buy sharkport. which is a game save program, that allows you to email gamesaves and up/down load them.
to modify cars in gt3 like above, you must have sharkport, upload your save to the computer, and open up mk's garage editor which you can download off the net. and then modify/hack your orginal save, then send it back to the ps2 and enjoy.
gt3 also has the ability to modify the cleaness of the car, from dull flat dirty to a super shine that makes the car look chrome. the mercedes looks alot better sitting on the new vipers 20's. plus you can now put rims on cars that your normally couldn't such as the rx-8, rsx and z concept. all you have to do is find a car with the same wheelbase and swap chassis. the car will read as the new chassis but will have the body orginally used. also the f1 car tires are fun to race on as they are very sticky. this is the only method for getting some secret cars that aren't orginally in the game such as a lambo diablo race car. rally racing with a escudo powered s2000 is a blast. you can also create machines with 50,000hp.. realistic.. no.... but very fun
if you are in disbelief of all this, please read a gran turismo forum and find a section where they talk about hybrids/gameshark/sharkport....
trust me, you will add tons of replay value to this game, because you don't know what your missing out on.
if anyone wants to see how this works, i can email a save and the garage editor program so you can play with. but to really enjoy it, go spend the 30 or less and pick up a sharkport for the ps2, build up a monster, and take it to your friends house for a race... but shhhhhhhhh. lol

you were talking about email files back and forth, do have to be online for what you are talking about to change the cars around.
Does anyone one know if there is a wireless adaptor for PS2 that you can run on your computer instead of running cable / wire ?

well if you just wanna experiment with the program, i can send the program and a game save by email. but in order to use it for the game you will need to buy a sharkport.
