Also the greater your focal length, the less you have to slow down the shutter speed to attain motion blur. For example, at 70mm you might use 1/60 and at 400mm 1/125 will get you a similar result. At 400mm very small movements of your hands will constitute a great movement of the scene in the viewfinder. I do a lot of panning shots at autox events and it takes some practice but it becomes easy to master after a while. IS helps, but is not necessary all the time.
