If the seams are breaking, its most likely because you are just using superglue to put them together. Even if it works after the paint has been applied, just think of the vibrations and rattling in the car, it will split them in half.
You can try an automotive supply place, and pick up some plastic epoxy stuff thats made by 3m. It comes for all different purposes from glueing parts together to patching holes in plastic bumper covers to making new bumper tabs.

We just tried using Lord Flexor to seal the seam. It cracked again. We are going to try the 3m stuff this week. If it doesnt work, then I am tired of fooling with these things and am going to wrap them in leather (see the Z8 for the example I would follow) and be done with it.

after all of this work I wouldnt just settle with the materials not co-operating. If your initial idea was to chrome them, then I would figure out a way to chrome them....c'mon make some better looking versions out of renshape, chorme them, and install them. They are purelly aesthetic either way.

Well, I found out today that the superduper mega-jam adhesive/filler material is still letting go and the seam is showing again. So, this idea is not going to work.
Could I have someone fabricate actualy aluminum skins that could go on top of the plastic? The covers wouldnt have to meet in the inside because I have Spods. Anyone? Ideas? Vendors, Fabricators, lend me your ears...

woow...yeah, maybe you shoulda had it custom fabricated in aluminum in the first place, then chromed. Maybe that would be too much $.
How come it's not holding? A epoxy should have melted the plastic and pretty much heated the two plastics into 1 piece.
