Went out this morning and tightened everything up, inspected the vacuum hose that goes to the sending unit (brand new came with the gauge) saw something that looked like a flaw or irregularity in the hose itself, replace with another hose... we got boost to the gauge! Thanks guys, you got me thinking through the process and problem solved.
