This is very odd. That turbo is good for 800+ whp and its capping off around 19 psi and boost is falling off at the top? Very very odd.

One thing I would suggest is to pull the turbo and make sure nothing is inside the exhaust manifold blocking something. It's highly unlikely since it would more than likely get burned up but its worth a try to see if a piece of metal or something is lodged in there. Also, and these are pretty easy checks, pull the pipe to the intercooler that comes from the turbo. Look with a flashlight in the pipe and up in the intercooler where the pipe attaches to make sure that somehow something didnt get lodged in there. Also, pull the pipe from the intake manifold and make sure nothing is lodged in there. These are some of the first things you should do just to rule them out. From there, we can look into other avenues. Let me know what you find out.

Also, check to make sure you have around an 11 psi spring in the BOV. If its too low of a psi spring, it could be leaking past that 19 psi boost mark. If that oring that goes on the flange of the Tial BOV is even slightly cut from the install, it could be leaking a bit there and you may not be able to tell. Is there any ports on your intake manifold that you may have missed in capping off?

Did your tuner try to up the duty cycle percentage on the boost solenoid to see if boost would hold better if its closer to 100%? I'm just throwing some possible solutions out here.

Do a leakdown test on your motor to make sure it's solid.

Then do a pressure test on the system to make sure you don't have any leaks.

Report back.

I did a boost leak test and everything checks out good. How do I do a leakdown test?

I think he means an engine leakdown and compression test but I dont think thats your problem. It would be good to check though just for safe keeping.

I DID A COMPRESSION TEST AND IT READS 180-185 ALL THE WAY ACROSS. AS FAR AS A LEAKDOWN CAN ANYONE LET ME KNOW HOW THIS IS DONE. AND SORRY FOR THE CAPS I AM AT WORK.

A leakdown is a version of a compression test...I've seen compression test come back ok, and still have a bad leakdown.

Quick google search will show how to do a leakdown.

Regardless, you can pressurize the system to see where your vac leak is.

My setup:

6262sp
ID 1000cc
Sidewinder mani
750 precision IC
50mm Tial Bov
44mm Tial Wastgate
walbro 255(With thicker wire mod)
AEM 1052
AEM Wideband
AEM Tru Boost
GM 3 bar map
3in turbo back exhaust
Inlinepro 3mm head gasket
Inlinepro fuel rail
Inlinepro rear diff kit

I am only making 488 on a dyno jet @ 19psi. We checked for boost leaks and there were none. All cylinders checked out good with compresion @ 185 all the way across the board. The turbo spools up fine and there is no leaks or smoke coming from the car. My vacum Is @ 19 steady. I am running out ideas.
To me your numbers don't seem that far off at 19psi. 488hp seem decent, you do have an AP1 and a different rear. Now if you can't turn up the boost past 19psi, then maybe you have a small issue but seems reasonable to me.

I have the 6165, still a work in progress but I made 460-470 dyno jet adjusted 400 on a dyno pack with a inline log 20 psi. However those manifolds make more power across the whole band more than the logs. I guess what I am saying is don't just compare top end number but look at the whole powerband.
