Need help 3.9 inch Pulley

I just want to know how much psi am i going to run on a comptech SC with a
3.9" inch pulley?????????????????????????/

That sounds about right...I was gonna guess about 9 lbs

If a 4'' pulley on a CTSC makes appx. 7lbs why would a 3.9'' make 9 lbs? I dont think that information is correct.
