get a boost activated dump....cruising it is stock, wide open throttel it wil open up and not restrict you. You could even put a boost controller inline to the actuator and control exactly when the dump opens. Anyone try this yet?

So what exactly causes the "fluttering" noise at low speeds in higher gears? Like gentle acceleration up a hill in 6th gear @ 40 mph leads to light fluttering or chirping noises from the BOV. I'm guessing that there is just enough air flowing through the turbine to cause the compressor to build very slight positive intake pressure (which is not needed). The intake pressure builds, and reaches a certain level at which the BOV vents, the intake pressure drops, the BOV shuts, the compressor again builds slight pressure and the process repeats itself. Thats my guess at least.
Can anyone clarify or elaborate on what is going on here. I think it's just the way that the BOV handles lower magnitude pressure releases.
Should make for a few interesting "WTF is that" comments from first time passengers.

My take is that the additional throttle opening is having an interesting effect on the intake manifold vacuum/BOV operation. Basically, the BOV is getting confused whether or not to open or close? Thus building and releasing very slight pressure at a high rate? The compressor is spinning just fast enough to build pressure in the intake charge pipes, but the manifold is still under vacuum due to the low throttle application.
As the throttle opens more and more, the pressure in the intake manifold rises slightly, causing the BOV to either stay open or just not want to fully close. Or go into a repetetive loop or opening and closing quickly.
I have no idea if this is the sound or not. I'm almost positive it is NOT the wastegate, as that only opens at very high turbine manifold pressure (which cruising around will never cause).
Could it be something else? Something peculiar with the compressor?
Any insightful comments would be great!

Sounds like compressor surge to me.
Every turbo has a surge line, and when you go past that surge line which usually happens at low rpm/high load (5th-6th gear) it will make that noise, its essentially the turbo stalling itself. Watch out doing that cause its bad for the turbo.
