What exactly do you think those kits would put down at 9 psi on 91 octane through a stock cat and exhaust?
From Pfabications.com:

"We have dyno tested this manifold [ELT] to produce an approximate 22whp per psi on a journal bearing T3/60-1 Turbocharger. Our test car with a Invidia 60mm cat-back exhaust netted 313whp on 5psi with a 11.1 Air/Fuel using a Dyno Dynamics dynometer."

It would have been nice to see all systems at 10psi.

None of the other components being the same really matters.

Running almost 40% more boost is like bringing a sword to a knife fight.

I agree, all that same wheels, suspension, etc stuff doesn't matter if one is boost 4 psi more than the others... and its not like SOS doesn't have the 10psi package either.

full-race would put out about +50whp over a log like the UR at the same boost. Same goes for a PFAB ELT manifold.

PFAB claims 22psi per pound of boost on their manifold.

So if we take 209whp baseline and then add 9 psi of boost to that with pfab's off the shelf 60-1 turbo we arrive at give or take 400whp. And thats about right in line with what people have been making with that manifold. SC seems like it had an advantage in this contest, im a turbo guy. lol

I think the comparison of the different setups takes into account more than just PSI. Price, installation ease, and so forth.
