EMS won't let you pass emissions in the US (at least in IL.) Even if the air is clean, if ODB-II doesn't work, they send you home.

Slightly off topic, but where does OBDII live? Is it in the ECU? Or is it a separate module that accepts the same raw signals as the ECU and processes them and creates and ODBII stream?
Aus S2000s don't have ODBII. I'm wondering if that is a difference in the ECU, just lacking the connector, or is there another box it is missing?

In short the ODBII port is bascly a stanard interface, that has a group of standard protocols (MG, Ford each use differant protocols). The EPA mandated the use of ODBII ports on all US cars manufactured after 1996. It was an effort to help emissions inpectors.

I'm aware of what it is, but I'm wondering where it lives.
I guess the question really is: If I was using an Aus ECU and wanted OBDII would I have to add a connector, a connector and some hardware, or a complete new ECU.

My guess it would require both. A new ECU that supports ODBII and a new wiring harness with ODBII port. If you want, send me your old ECU and I will see if it works. if Honda did not have to do this on 1/2 of the car world wide, it makes since that if it cost $1 to add anything, they would drop it.

Not sure what an ETM is but the workshop manual we get is fairly generic. It shows LHD with some wiring from the ECU to the OBDII plug. BUt you can't tell if there are devices there or just wire. The RHD image just has a picture of the PGM-FI plug location.

ETM = Electrical troubleshootiong manual. Pretty much a book full of wiring diagrams, pinouts, connector ID and location.
