The CEL fix makes the car think that it's stock and it will not throw a CEL fix. You can actually pass an emissions test with a test pipe as long as it has this extended bung fix.
The .5 difference is probably very worth it. I'd estimate that it'd make a 5 rwhp difference alone. You're getting rid of another bottleneck so if you can get one done for a good price I would do it.

but anyways, yea, i'd say a 3" tp should cost no more then $150 at a exhaust shop. Just two flanges, and a bung. And there is no problem running a 2 1/2" dp to a 3" TP.

I saw Berk's post. For $275 it's not worth it. For less than $200, it probably is. I'm always surprised by the cost of good welding and flanges. Any shop could make one from press bent 3" aluminized pipe for $50. Trying to find a shop that can tig one from stainless steel with the proper flanges is considerably more difficult. And even then, a one-off made on the car generally won't fit as well as something made in a tight jig based on the stock cat.
